Virginia Legislature Adjourned for 2015

Virginia adjourned its 2015 legislative session without enacting any new rules for health clubs in the state.

IHRSA carefully reviewed each introduced bill, searching for legislation that would impact the health club industry either positively or negatively, prepared to notify Virginia clubs when advocacy is needed. 

At the start of the 2015 session, IHRSA prepared to defend Virginia health clubs against legislationthat would have had a harmful impact on the industry. These threats pertained to:

  • Mandated use of automated external defibrillators (AEDs)
  • Regulation of membership contract restrictions
  • Privacy and public accommodations
  • Sales tax impositions

Additionally, IHRSA sought opportunities to advance legislation that would promote healthy living and incentivize joining a health club. We will continue to advance these initiatives in the 2016 session.

Virginia session ends with no taxes on health club services 

The Virginia state legislature finished its 2014 regular session earlier this month, ringing in an important victory for Virginia health clubs. House Bill 729, which would have imposed Virginia's sales tax on health club services, did not advance in 2014.

Lawmakers will return for a special session later this month to finish work on the state budget, however, taxing health clubs will not be considered as part of the debate. HB 729 will have an opportunity to be reconsidered in 2015.

IHRSA fought to defeat HB 729. We believe that governments should encourage regular exercise and healthy lifestyles, not discourage them by taxing health club memberships and services.

IHRSA defends the industry by preventing states from imposing harmful restrictions on membership contracts, restricting access to qualified personal trainers and taxing club dues and services. IHRSA also works to promote clubs by supporting legislation that would create incentives for more people to become physically active and join their local health club.

Virginia legislature considering bill to tax health clubs

IHRSA is working hard to start a grassroots campaign to halt a potentially dangerous bill.

House Bill 729 would tax exempt services, which would include health clubs' memberships and services. 

IHRSA opposes HB 729 since governments should encourage regular exercise and healthy lifestyles, not discourage them by taxing health club memberships and services.

IHRSA works to promote clubs by supporting legislation that would create incentives for more people to become physically active and join their local health club.
