Oregon Session Closed

Oregon adjourned its 2015 legislative session last week without enacting any new rules for health clubs in the state.

Throughout the 2015 session, IHRSA carefully reviewed each introduced bill, searching for legislation that would impact the health club industry either positively or negatively, prepared to notify Oregon clubs when advocacy is needed. 

Specifically, IHRSA worked to support HB 2390 - which would have created a tax incentive for Oregon businesses to offer workplace wellness programs. The bill proposed an income tax deduction for companies that facilitated employee participation in fitness and weight management programs, likely including the purchase of a health club membership. HB 2390 failed to advance before the end of the session.

Prior to the start of the session, IHRSA was prepared to defend Oregon’s health club industry against legislation that – if reintroduced - would have allowed state and local governments to enact regulations, establish licensing requirements, and administer inspection programs for state health clubs. However, after educating state lawmakers on the issue, no bill was introduced this year.

How IHRSA Protects Clubs from Bad Legislation

Every year, short-sighted legislation that threatens health club operations and profitability is introduced in state legislatures. Some of these bills threaten your ability to automatically renew your membership contracts, or hire personal trainers. Others raise the cost of selling and servicing memberships, jeopardizing your member retention and sales.

As the sole organization advocating for the interests of the club industry, IHRSA is extremely effective in protecting IHRSA member clubs, with a near flawless record of defeating harmful legislation and short-sighted tax proposals.

IHRSA Takes Action When and Where Needed

To protect clubs in all 50 states from harmful legislation and tax proposals, IHRSA researches and monitors bills in all 50 states, strategizes with lobbyists, testiļ¬es before legislative committees, meets with lawmakers, and organizes legislative campaigns with constituent club operators.

To date, IHRSA has been extremely successful defeating or stopping this harmful legislation. However, if any one of those bills were to pass, if even one of those proposals to tax membership, regulate personal trainers or prohibit automatic renewals had gone into effect, health clubs would be operating in a much more hostile business environment than they currently enjoy.

IHRSA sporting a perfect defense record

With 36 state legislatures now adjourned, IHRSA is a perfect 5-for-5 on bills that could have hurt clubs' bottom line. IHRSA neutralized an additional 16 threats in 12 states.

This means IHRSA was able to stop bills that had been introduced in previous years from being introduced in 2013.

Legislative Threats report keeps you abreast of bills IHRSA is fighting and supporting

Do you have a potential law or bill in your state’s legislature that you are concerned could threaten your club’s well-being? 

In 2012 IHRSA successfully defeated all the bills that potentially could have had a negative impact on the industry. And then the staff analyzed more than 130,000 bills to determine whether they included industry-specific legislation, according to the 2012 Advocacy Report. 

With all that work, you know IHRSA is not resting on its laurels and taking 2013 off. We already have our eyes on many potential hazardous issues.
