PHIT Introduced in the Senate

Yesterday, a noteworthy milestone occurred on the journey towards the passage of PHIT.

The PHIT Act would allow individuals or families to pay for gym memberships, fitness equipment, exercise videos and youth sports league fees with dollars from pre-tax accounts, like flexible spending accounts (FSAs) and health savings accounts (HSAs).

This is the first time the bill was introduced in the Senate. The bill (S.2218) was introduced by U.S. Senators John Thune (R-S.D.), Chris Murphy (D-Conn.), Johnny Isakson (R-Ga.), and Joe Donnelly (D-Ind.)

Today’s introduction is an achievement our industry can be proud of.

It is the product of an IHRSA led initiative, from the development of the original idea and drafting of legislative language, to our work with SFIA in the creation of the PHIT coalition, now supported by many other organizations. Many many hours were spent in meetings with Senate staff looking for at least one Republican and at least one Democrat Senator who could put partisan differences and other political issues aside to say, "We care about the health of this country. We believe being more physically active is a part of the way towards a healthier America, and this bill that would provide financial incentives is a step in that direction."

And, it is just as much due to the actions of dedicated IHRSA members who've supported our industry's federal advocacy efforts with their time and contributions over the years.

  • Many IHRSA members - both individuals, club operators and industry suppliers - have been with IHRSA in Washington DC asking members of Congress and the Senate to sponsor or co-sponsor PHIT.
  • Many IHRSA members have contributed to the Industry Leadership Council, ensuring that our industry had the necessary funds to keep pushing for pro-physical activity policies. That funding has allowed us to keep beating the drum, to get PHIT introduced in the House, to get PHIT scored, and to continue meeting with Senators leading to yesterday's milestone of introducing PHIT in the Senate.
